Building Equity and Addressing Structural Racism in Public Service Provision

This e-case highlights the work of John Edmonds, an African American leader at Olmsted County, who has taken a novel approach towards addressing structural racism in human service agencies. The e-case centers on the creation and expansion of the Disproportionality Integration Group (DIG) - a cross-division workgroup at Olmsted County that develops and implements strategies to address systemic and organizational barriers in the area of racial disproportionality. John’s journey holds lessons for public managers who want to undertake this work in their own organizations.
